Councilmember Rob Saemann to Represent Hermosa Beach on South Bay Regional Housing Trust

Hermosa Beach steps up its participation in the sub-regional effort to produce affordable housing across the South Bay

HERMOSA BEACH, CA — Councilmember Rob Saemann has been appointed as Hermosa Beach's delegate to the South Bay Cities Council of Governments housing trust, joining elected officials from fifteen other South Bay jurisdictions in the sub-regional effort to fund affordable housing production and preservation across the region.

The SBCCOG housing trust pools resources from member cities, Los Angeles County voter-approved housing tax revenue, and state grants to support affordable housing projects on sites throughout the South Bay. The trust partners with non-profit developers to deliver units where the underlying economics can actually support affordable rents — a scale of financing and technical capacity that no single small city can practically operate on its own.

"Affordable housing is a regional challenge, and Hermosa Beach benefits from working alongside our neighbors to find real solutions," Saemann said. "Our participation in the trust gives Hermosa a voice in decisions that will shape affordable housing across the South Bay for years to come. I'm honored to represent the city in this work."

Saemann's appointment comes at a moment when the SBCCOG is actively advancing a broader policy conversation with Sacramento. The council's 2026 legislative agenda includes reform of the state's Regional Housing Needs Assessment framework, with SBCCOG leadership arguing that a more collaborative model — one that recognizes local infrastructure capacity, land economics, and regional coordination — will produce more affordable housing than the current one-size-fits-all approach. The housing trust itself is a working example of the kind of sub-regional partnership the SBCCOG wants state policy to support.

Hermosa's participation builds on the city's existing commitment to affordable housing through the certified 2021-2029 Housing Element and its ongoing engagement with regional partners.
